No loft space

Any suggestions about how to insulate my rented property? (£90 / month electricity bill & we never have the hot water on, heat by 1 electric fire & coal stove)
It has no loft space (flat, corrugated roof), no cavity walls & metal window frames & concrete floor. Landlord won’t pay anything, so don’t go there.
I work so can’t get any grants towards luxuries like working boilers or central heating. I’ve put up with this for twenty years, and been on the housing waiting list for the same time.
As usual Eco Island seems to be for those who live in normal houses only, like evry other similar site.

Is anyone putting in an application for the Renewable heat incentive RHI ?
